Low test scores a worry for state

The New York Education Department is trying to figure out how to deal with the high number of elementary and middle school students who scored below the state standards on April’s demanding new tests. So many kids scored poorly that the state says it may only require districts to provide assistance to those who scored the absolute lowest. Up until now, all students who failed to meet proficiency levels were required to get help from remedial services.
